Who is a Religious Leader?
Someone who holds a position of authority in the Christian community. This can be anyone from the Pope to the local Sunday School Teacher.

What does the Vatican have to say (if anything) about Harry Potter?
Off site: John Granger tries to puzzle it out in this article "Rita Skeeter Covers the Vatican" on hogwartsprofessor.com

Quick answer: The Vatican has made no official statement about Harry Potter, and it has certainly not placed a ban on the books.
